Can graduate students in schools of science at American universities choose courses freely?

Most probably, management courses can be taken but won't count towards your degree requirements. In Minnesota, any graduate course offered by College of Science and Engineering could count towards your degree but for courses outside the college, you had to get permission from the Director of Graduate Studies, where you had to prove that the course was related to your research. But, even if you did not get a permission to count the course towards the degree requirements, you could still take it.

I think the situation should be similar in most other universities.
