If a paper has been rejected by the journal editor for publication, is it worthwhile to make revisions based on the reviewers’ comments?

It is always a good idea to give a serious look at the reviewers comments even if you don't want to submit it to the same journal as it gives you an outsider's perspective on your work. As far as possible, I would try to improve upon the areas stressed by the reviewers before I would submit to another journal.
