Who decides who will be the nobel prize holder and on what basis?

All Nobel prizes are decided by their respective committees. One has to receive a nomination to be considered for a Nobel prize. Other prizes have some credibility, but Nobel Peace prize is always a political decision, either to make a statement or expectation of peace, e.g., Obama. I saw Obama's speech after getting the peace prize. He was more shocked than anyone else because he was never a messenger of peace nor did he want to become one as shown by his actions in later years of his presidency.
