Why is the Indian bureaucracy so sluggish and ineffective even though many bureaucrats are IIT, IIM, and AIIMS graduates and are smart men?

I don't know about IIM and AIIMS, but IIT students are quite lazy, however smart they are! So, even if your premise were true, your question has been answered.

Smartness and sluggishness are not correlated in a way most people expect. Sometimes, if you are smart then you can get results without hard work in school, but in real world, you have to put in the time.

You are affected by your peers. So, when you see laziness all around you and try to change it you will meet so much opposition. You will try for a few months or a few years and it becomes too draining and you just give up and become like them.

  1. Agreed. I feel that terms such as intelligence, genius are overrated. Even einstein used to work hard, when he was writing research papers.

    Indian mentality is such that people who bring marks by rote learning are revered as kings, and those people, who loath this process of rote learning are despised. I have seen lot of average school graders with an ability of vision and changing the world. That’s the most important thing, vision, especially of the future.

    I hope things get corrected asap, otherwise, baniya mindset will make sure that youth loses their youthfulness.
